Background
At the 41st session of the UNESCO General Conference, UNESCO’s Member States invited the Director-General to prepare the revision of the 1974 Recommendation concerning Education for International Understanding, Cooperation and Peace, and Education relating to Human Rights and Fundamental Freedoms (hereafter referred to as ‘the 1974 Recommendation’) in consultation with the Member States and other stakeholders through various cost-effective measures that include in-person meetings and digital exchanges including written consultations (cf. Resolution 41 C/17).
As part of the revision process, from mid-March to mid-April 2022, before engaging the formal consultations with the Member States, UNESCO will organize 5 interdisciplinary and multi-stakeholder regional technical consultations in Africa, Arab States, Asia-Pacific, Europe & North America, and Latin America & Caribbean. The results of the regional consultations are expected to draw insights from each region that will inform the development of the first draft of the revised Recommendation. The regional consultations will complement the Global Survey launched end of January, which is targeting a wide range of education stakeholders worldwide and addressing issues relating to the suggested scope of the revisions (new concepts to be integrated, items to be adjusted).
UNESCO HQ and Regional Bureaus will collaborate in putting in place the series of regional consultations, also in cooperation with key partner institutions that have expertise in the related areas. All the meetings will be fully online.
Purpose
To collect ideas for the revision of the 1974 Recommendation based on the priority issues in the regional context.
Specific Objectives
- To collect feedback on preliminary ideas on the scope of the revisions to be prepared by UNESCO.
- To discuss the region-specific issues that need to be considered in the revision, and inputs in terms of vision, structure and any other new ideas.
- To identify opportunities for cooperation within the region to promote the revised Recommendation once officially adopted by the General Conference.
Expected Outputs
A substantive report accompanied by a short document summarizing the key messages emerging from the consultation that could be considered when preparing the initial revisions, covering 1) general messages concerning structure, and focus; 2) changes to the existing text; 3) new issues to be added.

Participants
- All concerned constituencies and stakeholders, namely international and regional IGOs, NGOs, professional networks, UNESCO Chairs, research institutions and academia, individual experts and youth, as appropriate. The expected profiles include education professionals (e.g. curriculum developers, teacher trainers, educators), researchers, practitioners including youth working in formal, non-formal and informal settings, and in the associated areas of the 1974 Recommendation, such as education for peace, human rights, global citizenship, sustainable development, health and well-being, or social and emotional learning, transformative education, art education, etc.
- Each region will have around 100-150 pax.
Note: All National Commissions for UNESCO will be invited to recommend 1 expert (maximum 2) who could join in their personal capacity in the respective regional technical meetings. UNESCO Field Offices and their regional partners will also be invited to suggest invitees.
