Virtual Regional Workshop on Education Costing and Financing


To achieve Sustainable Development Goal 4, UNESCO recommends significant increases in countries’ education expenditures to at least 4-6% of total national GDP or 15-20% of total national budget. Despite national pledges to increase funding for SDG 4, many countries are still struggling to form a comprehensive picture of spending on education. It is important for countries to plan and project their resource requirements to enable them to mobilize needed funds to ensure achievement of national SDG 4 targets in 2030.

Data on education finance are fragmented and scattered across different ministries. Reliable and quality data are important to monitor efficiency in spending and ensure accountability on use of resources. To help address education financing gaps, and ensure efficient and systematic use of resources to attain SDG 4 targets, UNESCO Bangkok and UNESCO Institute for Statistics Regional Office with support from Korea Funds-In-Trust will hold a series of technical workshops on education costing and financing to support selected member states in the region.

The first workshop aims to: (1) Identify and understand issues and challenges that governments are facing in collecting and utilizing education finance data as well as how they are addressing these challenges; (2) Promote the exchange of ideas and good practices in collecting and utilizing education finance data to ensure no one is left behind; (3) Introduce the UNESCO Bangkok regional costing model for projecting financial needs to achieve SDG 4 in the region.
