Guidelines for Data Collection to Measure SDG 4.7.4 and 4.7.5

This document provides guidelines to apply a recently developed strategy for measuring two SDG 4 indicators for Education for Sustainable Development and Global Citizenship, which embody the concepts of tolerance, respect and sustainability:

  • Indicator 4.7.4: Percentage of students in lower secondary education showing adequate understanding of issues relating to global citizenship and sustainability.
  • Indicator 4.7.5: Percentage of students in lower secondary education showing proficiency in knowledge of environmental science and geoscience.

This measurement is based on international large-scale assessments like the Trends in International Mathematics and Science Study (TIMSS), the International Civic and Citizenship Education Study (ICCS) and the Programme for International Student Assessment (PISA), which are suited to provide a proxy for the indicators 4.7.4 and 4.7.5; and this measurement has already been applied to the last cycles of TIMSS, PISA and ICCS for 60 countries.

This document offers easy-to-use guidelines on collecting the data necessary to produce the information that will allow them to measure and monitor 4.7.4 and 4.7.5. By following these guidelines Member States will be able to produce information that is comparable with that of the 60 countries for which this data already exists.
