How can you make a difference? 

The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to facilitate knowledge sharing and exchange with the country offices, with UNICEF HQ and external partners. Furthermore, the support is required for monitoring and reporting of key RO education initiatives as well as production of advocacy and communication assets. 

 

Work Assignment:

Under the supervision of the Regional Education Specialist, the consultant will be responsible for knowledge management, research, monitoring and reporting the key RO Education and ECD Section initiatives, such as Reimagine Education.

Overall tasks will include:

  1. Knowledge Management
  • Develop an EAPRO Education Knowledge Management (KM) Work Plan in alignment with the UNICEF HQ Education KM Plan. 
  • In collaboration with Communications Section, generate content and regularly update the UNICEF EAPRO external website as well as Education and ECD SharePoint sites.
  • Liaise with the EAPRO Communications Section to cover key events organized or supported by education section and implement social media campaigns as needed. 
  • Develop various communications contents to help share, manage and disseminate key education/ECD issues to stakeholders and target audiences: contents may include human interest stories, case studies, blog articles, social media contents, info graphics, OpEds, and other products. 
  • In coordination with Regional Adviser and Education Specialist, draft talking points and briefing notes to support senior management.
  1. Education COVID-19 Knowledge Hub
  • In coordination with all team members, gather, organize and prepare accurate latest information on COVID-19 and Education in the region, and transform this into KM products to be used and disseminated to different internal and external audiences.
  • Support team members and Country Offices with the identification of updated evidence on COVID-19 and Education to advance their portfolios and agendas (incl. advocacy for school reopening, learning continuity and recovery etc.).
  • Serve as team’s knowledge hub on COVID-19 by maintaining and strengthening exchanges with the Country Offices, with KM focal points in other sections in EAPRO as well as those in the other Regional Offices, HQ and key partners (e.g. UNESCO Bangkok).
  1. Research and Knowledge Exchange
  • Support research function in the team (e.g. TOR development; support in data collection, analysis and presentations covering both quantitative and qualitative aspects, incl. online survey tools).
  • Support preparation for and documentation of the network meetings or other key meetings and events organized by the Section.
  • In consultation with the Country Offices and HQ, and with the guidance of the Education Specialists and Regional Adviser, determine the areas of interest/need and support the section in organizing webinars, Skype calls etc. on agreed topics and document these.
  • Working closely with the respective section staff, engage in and support research activities and dissemination of studies and evaluations completed by the Section. This will also include dissemination through non-traditional channels such as social media and relevant websites and support to organization of webinars.
  • With the guidance of the supervisor, maintained updated the EAPRO Research, Evaluation and Studies Committee (RESCom), sharepoint, documents and processes.
  1. Monitoring and Reporting of Key Initiatives and Section’s Work
  • Prepare communication, information, and reporting materials for selected regional and multi-country initiatives (e.g. Reimagine Education) for programme updates and advocacy both internally and externally at UNICEF.
  • Support the regular capture and update of country implementation status and next steps, including through e.g. country dashboards or other platforms.
  • Support organization of, and participation in, key meetings and events with Regional Office, Country Offices, and/or partners.
  • Support development of country/regional case studies, donor reports and blogs etc. for various regional initiatives and RO Education/ECD programmes.
  • With the guidance of the Regional Adviser and with inputs of the whole team, prepare donor reports, including the Annual Regional Reports.
  • Support specific activities related to ‘Reimagine Education’, including (but not limited to):
    • monitoring and tracking of CO progress in the implementation of the initiative.
    • facilitation of knowledge and information exchange on RE/EdTech between COs and/or other ROs.

 

Work Schedule:

Once on-board, the Supervisor and the Consultant will develop his/her overall Workplan as per the ToR. S/he will also prepare his/her monthly Workplans regularly.

The consultant will be paid on a monthly basis to complete the assignments outlined in the job description. There will be a monthly report prepared and submitted by the consultant of the activities performed and results achieved, according to the preliminary key tasks and deliverables and outputs outlined earlier.

 

End Product(s):

Final Consultancy Report.

Duration of Contract:  11.5 months: 1 October 2021 – 15 September 2022.

 Working Location:  UNICEF Regional Office in Bangkok, Thailand.  (Note that due to current COVID-19 travel restrictions, the consultant may begin assignment working remotely until official visa and travel documents are granted.)

 To qualify as an advocate for every child you will have…

 1) Education

    • Bachelor’s degree in the areas of communication, social sciences and/or related field

2) Work experience

  • At least 5-7 years of work experience involving production of knowledge assets such as reports and sharing of knowledge assets.
  • Experience working internationally or in the UN and other international development organizations an advantage.
  • Experience in programme coordination, reporting, and communication.
  • Solid experience developing advocacy documents, talking points and briefing notes.

3) Competencies

  • Strong interpersonal and communications skills to work effectively with a team that is geographically dispersed
  • Self-directed/self-motivating personality, with proven ability to manage demands from multiple stakeholders while adhering to program deadlines and priorities
  • Quick to learn, motivated to self-teach and capable of independently translating new knowledge into practice
  • Excellent written and spoken English; presentations and communication software skills and visual design skills are highly desirable.
  • Data management and analytical skills are desirable (e.g. advanced working knowledge of MS Excel and/or other software for quantitative analysis).
